The Havering Treatment System is based on the Models of Care Four Tier Treatment System.
Tier 1 - Non-substance misuse specific services:
GP's
Youth
Education
Social Services
Police
Criminal Justice System
Some professionals within these areas have trained in drug awareness and developed "referral pathways" to other Tier services to help substance misusers into treatment.
Tier one does not prescribe substitute medication, however they are able to provide advice and support to those who seek assistance.
Tier 2 - Openly accessible specialist services providing advice, information and counselling on minimising drug-related harm.

Tier 3 - Specialist community-based substance misuse services:
Specialist prescribing clinics
Prescribing by GP's
Shared/structured care
Structured day programmes
Planned/structured counselling
Detoxification programmes
Referrals to tier three services usually come through tier 2 services.
Tier 4 - Residential substance misuse services
Specialist inpatients specific to substance misuse:
Detoxification
Stabilisation
Rehabilitation
Psychotherapy
Specialist inpatients non-substance misuse specific:
HIV treatment units
Cardiovascular, cardiac units
Liver & Hepatitis units
Deep-vein thrombosis
